I am supposing if you can get an ICT permit, you must be considered skilled so you probably qualify to apply for PR under PNP if your employer is willing to sponsor you. If your employer is not willing to sponsor you, you can wait until you have 2 years full time work and then apply yourself under Canadian experience class. Skilled worker is also an option but the employer has to play along there too.
To get a work permit for your spouse, you just apply for one. If you are skilled, she would be entitled to an open work permit based on your work permit. She just has to apply to change her status, see
