I'm on F1 status in USA. Can I apply for Canada green card from USA?

F1 status in USA will no way help you to apply for Canadian PR......
If you have work experience in any of the listed 38 occupations (mostly managerial) you can apply.....check out the website.......http://www.cic.gc.ca/english/immigrate/index.asp

I work part time in college as a computer technician, so is there any eligibility for technician?

Not in the 38 list. However, u can still apply as a provincial nominee or if you have an employment offer in canada.
