Can I apply for a student visa while waiting for my PR result?

I've recently applied for PR under spouse visa. It seem that will take quite sometime to get it. Meanwhile, I want to study or I will go crazy How long do you guys think it would take for me to get a student visa. Has anyone here done this? Do I have to wait until I receive my first approval from CIC to apply for the visa?

I remembered in my case after the first approval they sent  me a letter,if i want to apply for student visa,to look for a school or institution then apply for student visa or open work permit..I choosed the open work permit.and I got it after 3 months..
