can CAD citizen drive a visitors USA plated car?

So I attempted to migrate to canada from the usa, but due to way to many complications we have decided to spend 6 months in each country.  I own our car and would like the ability for my wife to drive it while we are in canada.   She is a Candian citizen and will surrender her USA green card.  The border claims if she drives it RCMP can confiscate it.

Can no canadian citizen drive a visitor's usa plated car?   The USA side doesn't seem to have any issues with her driving it as a visitor in the USA.  Her name is on the insurance in the USA, but not on the title of the car.

Trying to avoid having to own a car in Canada.
