Permanent Resident Card issued by Citizenship and Immigration Canada. This is the only acceptable document if your claim was processed in Canada.

Ok, so what they mean here by "if your claim was processed in Canada" is if you had already lived in Canada before getting PR. In that case you would have been on a temporary work permit and would already have a temporary SIN. When people like that become PR, they need a new SIN and in that case they need to show PR card. The 2nd thing on the list is what applies to you.
