My friend is coming to Canada as a skilled worker, his wife and kids will be accompanying him.  Is it possible for her to work? Does she need to apply for a work permit separately? Would this be granted?

I'm assuming that she was included on his PR application and received her PR visa.  If that is she doesn't need a work permit, she can live and work in Canada with her PR.

Just adding my note to what Wolvy mentioned rightly, once the applicants and accompanying have landed and applied for PR, become equal in all terms and do not need any further formalities. It is the start of immigration process that differentiates the status i.e. main applicant and dependant. Once landed, all landed carry equal rights and independent status
