Does she have to go through the process of permanent residency?  While waiting can she live with her family who have achieved permanent residency?  Would she be entitled to health care?  Could she apply for senior housing?  I know these questions may sound crazy. 


My husband and I are hoping to become duel citizens but I assume starting off as permanent residents is the first step.  My mom is older and I don't want things to be too complicated for her.  I know I sound like I live in a fantasy world (maybe I do).

Any advise so appreciated!
