can a 5 year old kid apply for visitor visa?

im a foreign worker and my visa expires in 2011.my wife applied for a visitor visa and was refused 3 times with the same stupid reasons.
this is becoming a pain in the ass,i really miss them and i want them to be with me..
i dont want to immigrate and i honestly dont understand why would Canadian visa officers assume than every one who applies for a visa to come to Canada immediately wants to immigrate here,who gives Canadian government the right to think that they are better than the others.
any way my questions are:
can a 5 year old child apply for visitor visa?
can he be the applicant?
can they apply separately?
i would appreciate any help you can give me.

Unfortunately, the statistics for Canada is probably that a lot of people do overstay in their visa and hence, they are strict. They can't take your word that you won't immigrate because others who do intend to immigrate will say that too. Unfortunately, the bad behavior by others has forced CIC to be strict. Unfortunately, it is unfair.
I don't know much about visitor's visa but I think your 5 year old can apply provided there is permission from both or one parent. You may have to explain that your husband will come and take him because they may wonder how he will travel alone.

thank you for replying.
funniest part also is the weirdest and that is,we were already in Canada once from 2006 to 2008,exactly the same thing except they were approved first time they applied.
we dont want to immigrate here because we have nothing in Canada.I came here in search of work experience and now I am forced to start thinking about moving to some other country where government is more reasonable.
I dont even want to think about how much my employer is going to be pissed.
