CAIPS FILE - HOW DO I APPLY

Hi,

   Can someone tell me as to how I should apply for a CAIPS FILE. Am I right in understanding that only a PR or a Canadian citizen could apply for the same in which case only my agent will be able to do that.In case I want to apply it myself how should I do it.Should I apply to my post which is New Delhi or elsewhere.PMM,once again your inputs please.
