Upside - more investment in Canada, which should equal more jobs.

Downside - there's a LOT of dirty money out there, and presumably they want to prevent other countries' criminals from buying their way into Canada, so exhaustive checks into the sources of these funds will be required.  Ergo, more resources will have to be dedicated to this programme, taking said resources away from somewhere (family class, anyone?) if these applications are going to be processed on a timely basis.

It's the way of the world.  Those with money to throw around are always ushered to the head of the line.  *shrugs* To quote George Orwell's "Animal Farm" - All animals are created equal but some are more equal than others.
