Buying a degree, Doesn't make us literate - Share your opinion

I have a little complicated question that may be some of our senior members know about it but juniors are also welcome to share their knowledge.

In UK, a lot of international students buy diplomas and degrees which has been issued by seriously compromising the UK educational system. I have seen such institutes who sell it for money and many students who buy the degrees. Quite few years ago the degrees were quite cheap, and after updating the educational regulations, UK Government tried to close the breaches in their educational system and somehow succeeded to some extent. But there are still such educational institutes available which continued offering their services for selling educational degrees just the price is a little high. I know it happens in lot of countries but in UK, It seems a little more easy I assume.

In Pakistan, we have institutes which regulate and verify our degrees, For example a degree attested by Higher Education Commission of Pakistan is acceptable in many countries and we do not need to verify it any further.

Please don't take me wrong, I very much understand that I am no one to judge such candidates but I would still like to raise the question if Canadian immigration system has any measures to prevent those candidates who deserve not to be deserved. Do they try to regulate your degrees and ask for attested degrees from some reputable institute?

I personally think this way a lot of deserving people left behind for achieving their dream in an honest manner.

Immigration asks for attested copies and transcripts of degrees from respective institutions/colleges.........you cant fool the system

Counterfeit currencies are well circulated in many countries and only certain portion is detected by banks or in shops. Modern advanced technology is used by some racketeers for creation of  fraudulent university degrees,  diplomas or course certificates. CIC has implemented the rules for submission of attested certificates and original transcripts from respective educational institutions as preventive measures against  forged or fake certificates. Moreover there are background checks for every applicant.

many fake certs are now in CIC's hands.
They too will never ever be able to check on them.
issue the PR and people will never be caught.
