They might have been updating the Ecas while you tried. why not try now and let us know.

CNN Business Report says US's economy could get slower in Coming months, just missed out the chunk where the said the reason for that. anything to USA means a problem for Canadian job creation. I guess that is the only reason why Passports are taking usually more time to get back.
