Are processing times at a visa office calculated from the date the file was transferred to that office from CIC or from 2nd AOR date? So for e.g my case was transferred to Buffalo in June 2010, 2nd AOR in Dec 2010, CIC - Application Status says In process, will 21 months processing time apply from June 2010 or Dec 2010?

From the date they received your whole documents, so it's 2nd AOR date.

The processing time calculates from the date they received all the documents, so its ur canada post or ur postal service date !!!

I have applied under FSW .. sent the application to CIO on april 2010, sent full docs to buffalo in september 2010, dey received in first week of october (according to my tracking number ) ,got my 2nd AOR in April 2011 den got my medical request on 2ndfeb

2nd aor is jus the creation of file in their system... Nd the processing time starts from the day they received all the docs ,, hope this helps
