Buffalo or Singapore visa office ????

I am from Vietnam.

I am an international student in Canada under the cat 3. Please advise me should I apply in Buffalo or Singapore visa office? I heard that Buffalo is very slow now.

you can do either ways..
Buffalo is not "slow", they have much more applications to deal with i guess.
If you are in canada, you should apply to Buffalo (lot more advantages of doing so)
