Is there any buffalo applicant who sent his docs to CIO,NS around Apr 2009 and full application to Buffalo around Aug-sep 2009  and who's ecas status has been changed from 'Received by Visa office'?

I have my application received by buffalo office in jun 2009 , still the status is "received by buffalo office".
I don't know what's going on.

My application reached in Nov 2009.
Status: Received by VISA office
