I would like to bring my 3 and a bit year old niece for a visit. She is an Indonesian citizen. If we have a letter from her parents  allowing us to travel with her and funds to support her in Canad for the duration of her visit will there be a problem with getting her a visa to enter Canada. We do not want her to immigrate as she still has a mother in Indonesia but we would like to spend some time with her in Canada so she can work on her English and see uncle's horses and the snow as she puts it.

Is there any foreseeable problems with this?

just try to provide the visa office with all her ties to her country and she might have a chance to have a visa granted. in the visa office they know that she is not eligible to immigrate with you, so her chances can be quite high.
