My wife sent her part of the application to me with her signatures in blue ink.... i was wondering if this is going to be an issue since all the forms state that we have to 'TYPE or PRINT in black ink'

Just her signatures are in blue ink? The rest is typed in black ink? That's tricky. If the whole form was in blue, I think the answer is self-explanatory. If you have some time, I would suggest she send them again signed in black ink. If you doubt this, call CIC and call them a few times for the odds to be higher that the person on the other end will respond in a similar fashion.

I wouldn't worry about it unless the blue is a light blue, not navy. I think they want to be able to scan/copy docs. Dark blue shouldn't be a problem, in my opinion.

yea its only the signatures.... Rest of the info has been typed up using a computer. Her signs are in dark blue ink and pretty clear. So I think I will let it be.....  coz the forms do state that the form should be typed or printed in black ink, but it doesn't mention anything about the signature being required in black too.
