Biz registration on Work permit

I have a post grad work permit, currently employed in a NOC appropriate position, Can i do the follwoing:

1- register a business in Ontario (Only register as a first step), porovincially or federally, as a partnership or Corp. ?
2- Operate the business After gaining 1 year experience and applying for CEC immigration (if 1 was a yes, this answers itself i guess)? i plan on part time operation as a source of side revenue.

There is no information on wither wrokers are qualifuied or not to register a business.

Apparently the answer to number one is yes... People on workpermit can register a business, provided that they have a valid sin number.

I got the answer from a business startup consultant.

Im still interested in wither there are limitations to operating the business.
