Best US office to process visa

I am pretty sure this has been asked before, but I am wondering which US office is better for processing paperwork for a work permit.

I have all the documents,including +LMO letter, completed. I am also needing to apply for my daughter's study permit to attend high school. I am hoping to find the best and most efficient office to process both applications the shortest amount of time.

Does anyone have any experience, or heard anything about any of the different offices?

as per their website and practically more are same, my application was processed in NY in 15 days but my friends 30 days same thing for all visa in all consulate, its about your luck,
