I am also keen to hear from some experts. Like in countries/regions where tourism is a leading industry always the best weather counts and also is the best time to move, a lot of economic activity and lot of job openings.

 the best time is spring /summer , because:
1.     Companies do not hire much during winter, they start the process of hiring in March/ April.
2.     Easy to get survival jobs.
3.     Escape from the winter.
4.     Easy to travel/commute on public transport.
5.     Less chance of getting sick.
6.     One can settle better before the start of winter. Like housing, job, car etc

It completely depends on your field.  Some fields have a slow season at some point in the year and for different fields, that is not at the same time.  You need to put out the feelers, apply online from home, contact employers and ask them if they are hiring now or when they think it likely that they will be hiring.  Going alone to Canada before your family might be a good idea because you can travel and interview for jobs before you decide where to settle.  For the family, at least if there are kids, it would be best to move during the summer holidays so they do not have to change schools in the middle of the school year.

1. School year - starts first TUESDAY after Labour Day, 2 week break over Christmas, another 2 weeks at Spring Break in March, long weekend at Easter, finished for summer by approx last week of June.  If you have children, you will need to arrange for summer child care if parents are working.
2. Weather - from March on gets warmer and brighter in much of Canada, perhaps May in northern parts. 
3. Job searching - competition for survival jobs from university students completing their studies in March/April.  If organized they probably started to look in January.  Things may be better in early Sept when they go back to school.  November retailers are hiring temp staff for Christmas rush.
4. Housing/Apartment Rentals - in majority of cases rent begins on the 1st of the month.  If you need moving companies or van rentals you must book them some weeks in advance if you hope to move on the weekend closest or actually on the 31st/1st.
