Best City to live in Quebec??

Hi friends..
I am an Indian resident and M planning to go to Quebec (PR) but since there are no family and friends in Quebec i am confused as to which city in Quebec shall I settle,Kindly suggest some nice cities on the criteria of Occupation and Indian Population...
I have Montrail City on my Mind, whats ur say???
