A banker (SCB) told me that its automatically credited to the account to whom you send the Bank Draft and takes usually 2/3 working days.

yes, it is. after encash of Bank draft you will get your PER within month (depend on case to case).

No.... Enchasment means that your Application arrived in time and the CAP has not reached. Also that your application forms are completely filled...After getting the money (from DD/BD/CC) they will start to check the documents, Points etc. And then they will either issue PER or NER.

So getting cashed means, you are going to get a review Smiley

@    devilhimselff  No, once CAP is available than CIO will encash BD or charge Credit card for fees, otherwise they return back your application.
Fees will encashed after INITIAL review of your application by CIO, after fees encashed CIO will look back to your applicaiton again and depend on the last review they will issue PER or NER.
After your final eligibility review is complete at CIO (if successful) you will receive confirmation of positive final eligibility review (PER).
After encash of fees most of CIO will issue PER in 30days(n most cases), NER chances are very less at this stage.

Initial Review is for completeness, forms, signatures, docs, IELTS, Fee.

Not point calculating etc. Or no elligibility review made (negative or positive). Once Payment is cashed, then the application/documents are scrutinized and points etc calculated, leading to issuing of PER or NER.

So I stand by my above post Smiley

Right but initial review will play role as OMM said. CIO office calculate point during this stage. they just not check for small errors they check complete application + awarded initial elligibility points too by CIO clerk.
Rememer at CIO bottom level clerk type person do initial review and initial eligibility check with all docs check as wayne said. after that they cut fees & final elligibility review also depend on documents screen, than issued PER, this is the process. mostly NER will take place at initial stage as OMM Said. after few chances of NER as OMM explained.
I hope you get the point. this is the good sign for you .

Absoulutly correct Omm & mrh1Bcanada.
this is the process at CIO and even CHC also follow same process.
All visa office have low level clerk people they scan your documents and assigned initial point to charge your fees.
Keep in mind that the Visa office issue you file number during this process your status with pending review, this text means the main visa officer still not decided and reviewd your application.
Same with CIO. so, in this case it's +VE sign, few chances of rejection , if CIO will reject it you will get your application fees by normal post.
