I have an employer who is now processing my LMO in Alberta, and then another employer emailed me today considering my application and just needed my response (OK) before they proceed the application for an LMO. What do I do now? Wait for my 1st employer if the LMO gets approved or have them both apply and just choose whoever's LMO gets approved first?

Get both of them. You never know if the first one is delayed or not approved. You may also have two jobs, if you can get to both. Full time is considered 37 hours a week but I know many people who work two jobs. Of course, both places have to be relatively close.
If you are outside Canada, Just apply for your first work permit and then come here and apply for the second one here if you wish. You may take your time to do so, as long as you're here then you can look at options.

1 job, CIC will not issue 2 work permits for different jobs to the same applicant.

My first employer sent me an application for the Alberta Temporary Foreign Worker Qualificaton Certificate for welders while we are still waiting for the LMO. If they process this application and then when my 2nd employer will also apply this certification for me, is this illegal? If you call CIC they will confirm that it is allowed to have two jobs. I know people who are TFW and have two work permits. They don't advertise it, but they do issue them.
