Background Checks - it is the stage where the VO verify applicant details, birth and parentage, education, work experience, nomination letters, authenticity of documents submitted with the visa application, family history, marriage and divorce issues, child custody issues e.t.c. everything that is in the application to determine whether the applicant is eligible for a PR visa - the statutory adjudication stage.

I have some questions please:

I remember that when asking for our documents, the federal part doesn't ask for our studies certificates, and POF again. so how do they manage to make a review of these points?
If they are reviewing even our work experiences does it means that they are not trusting the Quebec office who is supposed to have already check all our documents and approve them?
When they are ready to send us medicals or our PPR do they usually ask again for an up to date POF or just in some cases?

I assume you are a Quebec applicant.

First of all, Quebec applicants are NOT subject to the Federal points system. They are processed on a priority basis by VOs worldwide as per the Quebec-Canada Accord.

Quebec makes decisions on the basis of the documents that you have submitted. Quebec does not verify whether those documents are genuine or fraudulent ones. The VOs do it.
Not a question of trust, but this is document authenticity verification as opposed to making decisions on documents and what the documents convey. I hope you got the difference.

POFs are asked by the VOs when they feel the need to do so. Quebec and Provincial Nominee applicants ( I am a PNP myself ) do not have to submit POF unless specifically requested by the VO.

Do you think visa officers are so incompetent that they cannot verify your education without your submitting documents ? Remember, every and any documents that you have submitted to Quebec is accessible by the visa officer in charge of your case. Further Schedule 1 which you have submitted already has all the information the visa officer needs.

And do not think that every applicant undergoes comprehensive document verification checks. Also, visa officers do not always ask for POFs. In few cases only they do it. Every visa officer is different.

I can write a lot on these topics, probably lots of pages on each and every issue. But due to scarcity of time, I am only telling you that a visa officer has the discretion to do anything and everything he/she deems appropriate on an application.

Also, it depends on the countries. VOs in countries where documents can be bought and sold will obviously do all the steps described above. I hope you got the point why. Put yourself in the visa officer's situation. It is natural for a visa officer to check everything if he/she is suspicious of anything on an application.

Remember, the post I have written is the procedure visa officers expect all applicants to be aware of. That does NOT mean the officer will do everything what I have written. Visa Officers have wide latitude and discretion in their powers to grant or refuse visas.

It is unlikely that a visa officer asks for an updated POF when they are about to issue PPRs, for Quebec and PNP applicants. But, do NOT think that the officer cannot ask you for that document. This is my main point which I want you to understand. It is the individual visa officer which decides what is necessary and what is unnecessary to do in an application.

If I am a visa officer myself, for example, I may not order document verifcation for a document, say for example that was issued by the University of Cambridge as everyone knows it is one of the world's most prestigious schools of higher education. But I will certainly order document verification for any document that has been issued in any country where document fraud is widespread, without naming any specific country.

Oops, I am writing a lot. See every little fact on a visa application can be verified and it is the individual visa officer who decides what action to take. When the visa is issued, the officer puts his/her digital signature that the visa has been issued by him/her. If anything is wrong in the process, the officer can face dire consequences.

For Quebec and PNP applicants, a visa officer has less work to do as the officer does NOT have to evaluate them under the federal points system. All the officer needs is the background/medical/security clearances on the applicant to issue the visas.

Because i dont have online profile, since it was deleted 10 months ago...
They said its under final review we will email you next week.

Military and Army background verification checks take time. It is only a matter of time when you will get your visa.

Your E-cas says MEDICAL RESULTS HAVE BEEN RECEIVED. It usually means that you have passed your medical examination.

Background checks are done pre-meds. If they have requested updated Schedule 1, no need to worry. Many VOs do that. It helps them to transmit some information from the updated form to responsible agencies, say CSIS, to conduct security checks in an efficient manner. It helps them to get a speedy security clearance. Background Checks and Security Checks are different in the procedural way, but inter-related to one another, in many different ways.

What happens in the security screening process ? No one knows that. Except CSIS. They will not tell you, they will also not inform the VO of their operational procedures. The VO only gets the results - in YES or NO.

What I do know is that CSIS does not fail applicants for immigration purposes unless there is a serious reason to do so. More than 99 percent of applicants pass this stage without any hassles.

NO ONE CAN ANSWER WHAT IS DONE IN SECURITY CHECKS THAT ARE CONDUCTED BY CSIS. CSIS CHECKS ARE INTELLIGENCE RELATED AND CLASSIFIED.

Act on their request. Do NOT worry unless the VO gives you a reason to do so.

A little while to go, and you will probably on your way to getting a maple leaf label in your passport.

I hope you can enlighten us about the condition of our PR application. Its been more than 6 months now since we filed the PR back in February and we have not received any feedback from Visa office since.  We filed our application under Family Class common-law-relationship.  Our application packaged was forwarded to Manila Visa office.  We have submitted additional documents (passport, appendix A and personal history background since 18yo) last Apri 2011 and they have acknowledge the RPRF payment last July 5.  We ordered a GCMS notes (extracted Aug18) and found out below case notes by VO.

Assessment summary are ALL NOT STARTED except the Medical.  Im not sure if the background and security check has been started.  Or they started it but somehow waiting for security clearance from other agency.  Ecas only shows  Application and Medical results received.  

Im also concerned on the last update by the VO that states FC - PRI - 3c - Issue for Closer Review.. I dont know what this means.

-MR (via mail), signed on Sep 9, 2011, received on Sep 19
-Did medical in advance on Sep 3, 2011
-Have hot lived in any other country since 18 except Canada.

When do you think they should issue PPR? Some ppl I know got PPR a couple weeks after Medical sent, total processing time 8 mths. Does that mean they did not go thru CSIS checks?

does it mean that our case is finalize and now we will requested to submit passports???

Few visa officers work in Pakistan, so it may take a bit more time before your application is finalized, also depending on how many applications are in queue before yours.

Do NOT think that your application is the only one in the final processing stage.

Do not be sad, your application is being finalized.

For Pakistani applicants, the longest period is at the Background Checks stage. This is over.

NDVO is the busiest visa office outside Canada. NDVO has about 145000 qualified application backlog, as per the latest statement of the Immigration Program Manager who recently delivered a speech at the Parliament of Canada.

Six months have still not passed since you have taken the medical exams.

Most applicants get visas from NDVO after more than 6 months from the date they have taken the medical examination. Your medical exam results are valid for 365 days from the date of your first medical exam or test, so you still have time left. Visa officers take medical results expiry dates very seriously and unless there are valid reasons ( usually security-related ), visas will be issued at least 30 days before the expiry of your medical exam results.

Let me make you laugh a bit .... one member in this forum got his visa 7 days before the expiry date of his medical exam results. Very unusual indeed. Guess what ? His visa was valid for 7 days. He was told by the visa officer : since the visa is issued, now, if you do not travel, you apply from scratch again, pay the fees again, do the medical exams again.

You know what he did ?? Took a ticket immediately and flew to Canada.  

It rarely happens. Do not worry. It won't happen to you.

Let them work on your application.
