Your own back ground check will not work for the immigration. If you were in USA for more than 6 months, a FBI clearance is required.

If you are asking about the back ground check for Canada Immigration purpose, it is not done by the applicant. Background check  is conducted by Visa post parallel to each application in consideration without applicant's participation. Some visa posts are sending request for security check to CSIS (Canadian spy agency) after selection decision is made, other do it when preliminary assessment is positive.
Background check is also conducted to check out if applicant or any of his dependents could be involved in espionage or terrorism activities or be of any other danger to Canada. There is no set timeframe for background check. Its duration can be affected by such factors as military service, foreign trips, membership in political organizations. It takes as much time as it requires by the relevant agencies.

You have to include on your application Police Clearance on every country you had lived for at least 6 months since you reached 18 years of age if you mean Police Clearance rather than background check.
