There are multiple ways of doing background checks. First of all, it is not always true that CHC directly checks, they have several agencies with them who can perform this task as well.

They can check by making phone call, visiting personally, inquiring about you at some office neighborhood, etc..

I agree with ranbir... it can be on a random basis. Just to add to this, CHC carefully reviews your application, so if they seek more information, they can do the same, but yeah, it varies from case-to-case.

Hope this helps... Smiley

STANDARD BACKGROUND CHECKS:
Our background check is done at the CHC stage. It commences the moment our file gets the 1st BFD by the VO. An indicator of which is the e-CAS that shows "In Progress". All docs been checked & our NOC being tallied against the MI, if the VO finds our case 'eligible' for Canadian PR, the file becomes 'Accepted'; and then it goes for standard background checks, viz. Exp, Quals, Adaptability, Qualitative Considerations etc.

The process involves many things. If our case file is well presented and the enclosures vouch the quality-quantity, adequate POF docs etc., there might not be a requirement of 'actually' calling the employers, references etc. The VOs have a way with that, they are experienced enough to ascertain the logical disposition of our case. But, if there are any concerns of his/her, s/he is likely to ask for additional docs, do further scrutiny vide any means [calling, visiting etc.] & might ask for an Interview.

-Culmination: When 'fully' satisfied, we get the 'Medical Request'.
-Timeframe: Can be anything around 3-6 months, for the 'fast track' system. [The older system has a queue, thus gets longer]
-eCAS: Continues to Show 'In Process'.

SECURITY & CRIMINALITY CHECKS:
A part of the b/groung checks is the 'Security Check'. It commences after our med results are submitted to the CHC. This is a major activity -mainly concerning our 'safe inclusion' into the Canadian Soil; vis-a-vis, Political, Socio-Econmical, Anti-Social disposition etc.  This gets us the SDEC, CDEC & SECCRIM.

This is a serious & time-consuming stage, involving many agencies, including CSIS, Interpol, NASC & Database Checking. Many things are considered here... the No. of countries visited, Applicant coming from 'certain' countries, ex-Servicemen [including Law Enforcement services], Prolonged stay in a country w/out sufficient docs to prove cause, Inter-Religion/Nationality Marriages etc.

If everything is simple & straight, the file soon gets into the 'final review' stage. If there are any 'red flags', our case goes into a 'spin'. Then our file might go to the local Police/CID agencies; the outcome/timeframe of which is beyond the control of CIC. And thereby the timeframe can be anything [sometimes beyond 1yr]. But, usually this stage should be over by 5 months max. However, a point to be noted is that we can also be called for an Interview, due to this reason.

-Culmination: Only upon security clearance we receive the PPR.
-Timeframe: Around 3-5 months. Avg. 3 months. [With the new system, sometimes PPR is clubbed with the Meds]
-eCAS: Still 'In Process', but 'Med Results Recd.' inside.

Hi Qorax,
In the fast track system, they ask for PPs and Meds at the same time. Does that mean that security checks are done already? If so, what can be a reason some passports are kept by the CHC for long?

Thanks...

No, security checks will only commence after the pps reach CHC.

Hi

Qorax is absolutely right, but In my case my boss has already got telephonic call (just of 36 seconds) on 3.3.2010 from Visa office though my e-cas is still showing  'received by visa office' till date.

It indicates that  background check may start before actual "in Process" stage.

 @  doglover  & all

Mr. Doglover u r absolutely right.

Background check can start at any moment (even just after ur file received at local CHC). I know many of the cases in which the background checks (like verification calls, Fax, emails to employers) started even before e-cas changed to "in Process". My elder brother Captain Dutta(qurox) has generalized the things which is quite true in most of the cases but in fast track cases it is the absolute discretion of CHC to commence the background check at any moment.

After PPs reach CHC or after they are requested? Do they need passports to start security checks?

No, its starts before like when medicals are issued that but passports validate the entry and exit dates which are verified in coordination with external agencies and countries.

In that case, they would ask for both current and expired passports not only VALID ones, wouldn't they?

Sorry I responded to u wrongly due to oversight, as I was closing down then.
I wanted to write that the Security Checks commence only after our *Med Results reach the CHC.

My folly.
Qorax.

*But sometimes, under duress, the CHC may resort to doing both simultaneously, just as the b/ground check returns +ve. However, that is not usual.

As the fast track system is newly introduced, I think we all are guessing. No one can say for sure how long the background checks can take. However, we can guess right if the processing times for applications received after 28 Feb 2008 are available on the cic website. I do not think that it will take up to 26 months (as in some cases) to finalize the background checks. Otherwise, why would they call it fast track system!

Furthermore, I believe the issue of Background checks is  taking too long for most applicants in the FSW category and I am wondering how come in family sponsorship or other categories things are checked fast and people are allowed into Canada within 6 months. Don't they undergo background checks too?
