i have attended university after finishing high school for 2-3 years but never completed my degree, then 6 years later i got a degree from another university. so in personal history of background declaration do i mention the couple of years of uni that i never completed or do i just put unemployed?

Mention the truth. There is nothing wrong in not completing a degree. Even Bill Gates didn't complete his degree.

i don't think there's anything wrong with it i just thought it might be irrelevant since it will not count as education points thats all. i took your advice though and put it the form :))

In background declaration, they want to know where you were, for security clearance purposes. That has nothing to do with points. :)
