i mean if the CIC begin Background checks it mean the application initial approved

that makes sense but I am only guessing, it makes sense because they didn't transfer my application to Warsaw, I applied as self employed, I read somewhere that if they start the background check they don't transfer...so I am guessing background checks come before medicals...am I guessing right guys?
it could be they didn't transfer my application because they want to push my application way back under all other's that's also possible...
