Hello everyone,
I hope this is the right place to find help. My problem is as follows:

My husband and I became Canadian PRs earlier this year. We currently do not reside in Canada yet but in Germany. A few months after we became residents, our baby was born in Germany. We plan to definitely move to Canada in about a year.

Many questions came up regarding the status of our baby:
1. From what I understand, there is no "easy" way for her to become a PR as well, being born to PRs, right? We will have to apply for sponsorship for our baby, is that correct?
2. Should we start applying right now or after we moved to Canada for good?
3. Can I apply as a sponsor being umemployed? Who knows how fast we can find a job...
3. I read something about humanitarian & compassionate grounds. Does this apply to our case?
4. If the baby did not become a PR before we move to Canada, how can she enter the country? Could we bring her as a "tourist" as she is a German citizen?
5. Will our baby receive Canadian Child Benefit although sponsored family members are not allowed to seek financial assistance from the government?

I am sorry about all the question but the CIC homepage could not provide me with satisfying answers. I hope someone here can.
It just seems akward to me to apply to sponsor a baby because as parents, we will be "sponsoring" her anyway for many years coming. Also, the sponsorship process seems even more complicated than our own PR application.  Sad

Thank you.

One or both of you has to be in Canada in order to sponsor the child, as PRs you cannot sponsor while living outside of Canada.

She is visa-exempt as a German citizen, so yes, you should be able to enter the country with her without a TRV.

Sponsorship of spouses and dependent children is LICO-exempt, you don't need to prove a specific income in order to sponsor a baby.

It should be considerably faster than sponsoring an adult as background and criminal checks are mostly irrelevant to minors, especially a baby.

 :DHi,

A Permanent Resident  can only sponsor spouse, child  or any one else from inside Canada.
A Canadian citizen can sponsor from outside Canada. Therefore you have to wait till you return for good. Otherwise, any one of you ( father or mother) return to Canada now, and start sponsorship application. You should submit the completed sponsorship application  to Mississauga  with the medical receipt and necessary documents as per guide. The sponsorship application will be forwarded to the overseas processing office when it is approved.

As your  child is born in a visa exempt country (Germany), then it is possible to return to Canada with the child without a TRV.
You can submit a sponsorship application, using either the country of citizenship office for the processing, or Buffalo  if the baby is admitted for a year.

Yes, that is correct

2. Should we start applying right now or after we moved to Canada for good?

As a PR, you can not sponsor while you are outside Canada so you must wait until you have moved.

3. Can I apply as a sponsor being umemployed? Who knows how fast we can find a job...

Yes, there is no specific income requirement to sponsor your own dependent child

3. I read something about humanitarian & compassionate grounds. Does this apply to our case?

No

4. If the baby did not become a PR before we move to Canada, how can she enter the country? Could we bring her as a "tourist" as she is a German citizen?

Yes, you can bring her as a visa exempt visitor on a German passport

5. Will our baby receive Canadian Child Benefit although sponsored family members are not allowed to seek financial assistance from the government?

Yes, Child tax benefit is not considered to be social assistance.
