authorization of return to canada

Hi,
My refugee claim was rejected in 2003 an since then I am living in my country.  I did not inform the CIC when I departed in 2003.
My question is how I can get The authorization of return to canada.

I want to apply now for skilled immigration. Do I have to apply before for ARC or should I send the skilled immigration application and authorization of return together.
Please some one help from where should I take start

It depends on the embassy you are applying to.... Certainly you will have to apply for FSW first
