VISA ISSUED...: no clue only god knows!!!!!!!!!

WEHERE CAN WE APPLY FOR ARC FROM INDIA AND HOW LONG DOES IT TAKE TO GET IT?
 ALSO WHERE TO PAY THE AIR TICKET WHICH IMMIGRATION PEOPLE ARRANGE FOR US........ PLS PLS  HELP ME OUT ITS URGENT IF ANYBODY KNOWS.....
