hi, all
   I want to apply the PHD stream in skilled worker immigration. Do I need to submit the English test results? I have finished the master degree in Canada.
 If so, how can I take the IELTS test in st.John's Newfoundland.

1.  Yes you need the IELTs or CELPIP to apply.
2.   Unless you have completed 2 years of your PHD you aren't eligible to apply under that program.
3.  No test in NFLD, so either Ontario or Nova Scotia.   See  http://tinyurl.com/75xzl2b
