How come that you dont need any HRSDC confirmation of your AEO to apply for FSW2?

i am working on off campus work permit (part time ) n soon i'll get an AEO from my employer .according to CIC i dont have to verify my AEO.just has to attach the offer with application form (refer to OP6) .
