Which rules for work permit or Canada citizenship must be discharge by my wife which
is citizens of Armenia (Russia federation) and she has Permanent
residence in Czech Republic (consolidation with EU citizen/Czech
Republic citizen) = same laws as citizens of Czech Republic in this
country ?
To Czech from Armenia she left (emigrated) before war, but in Czech Republic she has not asylum, but only Permanent
residence.

1.  I really don't understand your question, but I will give it a shot.
2.  If she is a Permanent Resident of Czech republic, but a citizen of Russia, she needs both a TRV and work permit to come to Canada.  That means she requires a job in Canada, where the employer has an approved Labour Market Opinion.  http://www.cic.gc.ca/english/work/index.asp
3.  If you are resident in Canada, and it is your intention to sponsor her for Permanent Residence (not citizenship) then you have to apply for her admission.  See: http://www.cic.gc.ca/english/information/applications/fc.asp
