I am guessing you are still single? I ask because you can get extra points if you were married and have children. The only way you can be assured to reach the required points is if you score a high band in the IELTS exam. I strongly suggest that you do not go with what the agency tells you. They have no way of assuring you that CIC will reward you more points just because there are less FSW physiotherapy applicants. This does not make sense. A number of applicants have applied on their own and have been successful without going through an agency.
If I were you, I will try my best to acquire the 67 points before I apply. Then when you do, send your application directly to CIO Sydney, Nova Scotia. If they deem that you do not meet the required points, they will refund your application fee. A consultant agency will just trap you into signing a contract with them and even if you are refused by CIC, the agency will just give you excuses and not tell you the truth. I have friends who have gone through this and lost a lot of money.
Everything you need to know will be found in forums like this and if you are filipino, google the pinoy to canada forum site too.
