I don't have a full passport, only a passport card. Do i need to have a full passport? I'm not sure how this works. lol

Yes, you need a full passport, not the passport card.  They can't stamp the visa in a passport card, obviously.

You need to send in a photocophy of your passport with your application, so I would suggest that you don't send it in prior to getting a passport.
