are hardcopies of PR app forwarded to visa offices?

ok so my wife got off the phone with a cic agent at the call center and they said they never send the hard copies of the PR application to the visa offices (my application was sent to london instead of buffalo).

is this true?

If this is true then they can just electronically send the information to wherever they want....he said he didn't have access to our package because he is just at the call center and not at mississauga...

Trying to figure out what to do...

They said this is really weird to be sent to the wrong place and he has never heard of it happening...does this guy know what he is talking about?

No it isn't true.  No he doesn't know what he is talking about.

I don't think it is true either, because I got my original photos back after everything was done, and they were mailed from my visa office in Ghana.
