ARC letter and Skilled Worker

Hi, I hope someone can give me advise for my question, I am from Mexico and I just got back from Canada, I was deported after a refuge process, I left when they told me to do it and I paid for all the expenses. I want to apply for residence status as Skilled Worker in Québec. I want to know if I should send my ARC letter with the corresponding forms to apply as skilled worker. Also I want to know if I need to send the ARC letter to the Canadian embassy in Mexico and the forms for the skilled worker process to the Québec's Immigration offices, or if I need to send both to the same office.
I want to pass trough this process as fast as possible.
Please help!
