I suggest you Call any officer at the consulate or visit their office personally and inquire because your UAE residency is no more.

Try to visit the consulate. You should take all the evidence with you, like passport with Canadian visa, copy of COPR and any proof of your residency in UAE etc. If ou cannot get it from Dubai, then go to your home country and apply with the Canadian embassy there.
