Can a TWP holder invite relatives to come to Canada?

My papers are in process for PR and just waiting for the result.

Can I invite my mom as a visitor?

Coz, I read on cic's invitation letter that STATUS IN CANADA:  PR OR CITIZEN.

And me being not both as of this time, can I put WORKER instead?

What are chances that VO will give a positive TRV app?
