I am confused I been reading a lot in this forum that if you were not admited legally into United States then the application for PR would be processed in the applicant's home country. My husband was not  admited legally in United States he is been living there for 8 years.  If this is the case why do you think my husband application was sent to buffalo.  Missisauga office told us that the application was sent to buffalo. If anybody knows something I do not know.

You need to provide more information.  Are you a Canadian PR or citizen and sponsoring him?  Or is he the primary applicant?

I am canadian sponsoring my husband for PR outland, I was approved to sponsor two weeks ago. He has been living in United States, NY city since he turned 21 now.

I don't believe your husband's status in the U.S. makes a difference.  It makes sense that they sent his application to Buffalo.
