My uncle just got his COPR and intends to land at the end of this month in Vancouver where his daughter is studying. Since he doesn't intend to move over for a couple more years and doesn't have a fixed address, he wants to apply for PR cards for his family and get them sent to my address in Ontario. He will be applying for his PR card at an office in British Columbia.  Is he allowed to do that?

If he says he's planning on being at that address in ON when the PR cards arrive, yes.  If he says he is planning on not being in Canada when they arrive, the IO may decide to hold his PR card and let him ask for it and give them an address once he is back in Canada to stay.
