Will Canada Immigration consider a student visa application if I have a permanent residence application (spousal) pending from out of the country?

They may, but it is unlikely as you intention with the spousal application is to remain in Canada permanently, while a study permit, says you intention is leave after completing studies.  So I wouldn't hold my breath.
