I am a student in US and I completed my Masters. I also did an internship with HP as a programmer analyst in IT. I now want to migrate to Canada and apply for PR. So should I find a job in canada before applying for PR or afterwards. Also how long does it take for the PR to get approved?

When you can apply as well as requirements and processing times depends on what immigration class you apply under.  You should start researching at http://www.cic.gc.ca/english/immigrate/index.asp which one you might qualify for.
