If she was already in Canada on some kind of visa when you file your application, you would have the choice to apply inland but if you choose to apply outland and use the outland forms, they will not treat it as an inland application.
So you're saying that if at the beginning the application was outland (because she applied from abroad), and then she somehow manages to study here, the application won't change into an inland right?
