I am in a bit of a problem right now. I recently received my CSQ and I have submitted my application for federal just today. but my post-graduate work-permit expires in early june. There is zero chance that i will get my federal PR before my work-permit expires. I have a job right now. I don't want to go through the LMS.. not sure company will agree. So,

1. Can i apply for open work-permit using my CSQ?

2. My wife is currently a masters student in a Canadian University. Can i apply for open work-permit as her spouse?

Any help would be appreciated.

1.  No.  You require a CAQ for a work permit and you won't get an open one.
2.  Yes.
