applying for masters degree no refree information required

Hi all,
is there any university that does not require filling up referral forms as a part of the admission process. I do have the recommendation letters but it is quite difficult to get the referral forms signed up as i will be in Canada soon. also it has been quite  a while since i completed my studies. please suggest that are there any such universities that are little less stringent on application requirements.
