Applying for canada visa in buffalo,ny onbehalf of spouse and child

I have valid work permit for next 2 years but my current canada visa is expired. I am planning to go to buffalo office,NY to get a multiple entry visa to canada for me and my family before i go for vacation to my country at the end of next month.
Can some one let me know whether i can submit the required forms, passports etc on behalf of my family (with authorization letter from my spouse,child is just 2 years)
If so can i get visa stamped for all and collect passports & visa to hand for all on the same day
Can i go to consulate on any day in the week(mon-fri) or any specific days in the week other than holidays
