Send your application to CPC-V. You still have time. A valid visa is required before you can be allowed to "re-enter" Canada. If you have a valid TRV, you can try and apply from the border but your TRV being expired, you're safer to send the application to Vegreville.

why do i need a visa in the border? do i need to exit or cross the border? im just applying my permit. sorry if i sound stupid but i just wanna make sure that everything will go fine. my other employer just give me  2 weeks time to get my permit they say in the border, if i am not going to get it  by 2 weeks they will not hire me anymore. so if i am going to apply my visa it takes 1 month isn't?  i already told them to apply my permit thru mail in vegraville but they told me that they cant wait that long.  so any idea on how can i apply my permit in fastest way? i appreciate all the suggestion and your reply guys.. thanks....

You can always give it a try. Bring all the required documents to be attached like you're making a mailed application. Photocopy the required pages of your passport and your current work permit. You also need a copy of the contract and LMO.
