apply multi entry visa in Canada?

I have a friend here visiting me, she is a filipino and got her single entry visa from Hong Kong. I wonder if she can apply a multi entry visa in Canada while she is here now? Or she has to go back to apply at HK CIC?  However, she is also in a process applying for her work permit to Canada.

No, she can't apply for a TRV in Canada.  She has to apply at an overseas office.  She could apply at one of the US offices by mail.
